The Evaluation of e-Government Projects for Small Local Government Organisations

The concept of e-Government is complex and covers fields which differ a lot from each other. This heterogeneity can be a problem in the definition of a model for the evaluation of the impact e-Government projects can have. In this paper, starting from a broad definition of e-Government, we will discuss the possibility of defining a model for the evaluation of e-Government systems based on the concept of public value. To this end we will suggest an approach to the concept of public value that is citizen-centered and role-based, so that we can distinguish different aspects of public value on the basis of the different roles citizens can have in their interaction with Public Administration. The approach we suggest will be illustrated as regards the evaluation of projects aiming at the activation of Local Service Center, as requested by the Italian Action Plan for the inclusion of small municipalities in the spread of e-Government.
